Solarized has lost its pizzazz. I want things to look like paper.

- Bump the tool/scroll/menu config to the top so it happens quickly.
- Don't refresh packages unconditionally
- Add the auto-package-update package to make updates easier
- Move debug-on-error to setq-default which it should have been in the first
  place
- For now use Comic COde as the default frame font, this is setup for macos only
  atm future me can figure out portability when/if I run on
  linux/bsd/godhelpmewindows again.

Remove bidirectional support that I don't use.

Helps with utf-8 and also set the language-environment to utf8 as well to be
more sure that utf8 is the default.

This *may* not be 100% I flipped a lot of (progn ...)'s to :custom etc in
use-package declarations.

Lets you list out what files were removed from OLD to NEW generations. Note

While here, added a function check_defined to let me check if a variable is

No longer applicable to recent tmux past 2.4..ish. Too lazy to look it up.

It... is not the best idea between haskell versions.

Works around stuff like vpn dns setting its own hostname
and hostname -s to return that dns name verus the configured
name for the mac.

So now ignore if there are missing/unreable files in USEROPTS.

That way new install/setups of emacs work.
